This webinar addressed the following question: What do public health and civil society actors need to know to implement Health in All Policies (HiAP) approaches in Canada? It was intended for public health professionals and decision makers, civil society organizations, and anyone interested in learning about HiAP approaches.
The webinar provided an overview of HiAP and its relevance. Presentations drew on the experience of the Atlantic Summer Institute on Healthy and Safe Communities – a leader in HiAP that is active in all four Atlantic provinces – as well as on the experience of a provincial government that adopted a HiAP approach. They illustrated how HiAP approaches can be implemented, whether driven by a civil society group or by a government initiative. The presenters also analyzed HiAP competency needs in Canada by presenting an overview of existing training, complemented by observations drawn from consultations completed in four provinces in 2022.
Learning Objectives
At the end of the webinar, participants were able to describe:
– the bases of HiAP approaches and their roles at the federal/provincial/territorial (FPT) levels;
– a top-down (promoted by a government) and a bottom-up (promoted by civil society) example;
– existing training and training needs.

Patsy Beattie-Huggan
President of The Quaich Inc. and founder of the Atlantic Summer Institute on Healthy and Safe Communities
Patsy Beattie-Huggan, BN, MScN is the founder and President of The Quaich Inc., a PEI based health promotion and consulting company. She holds a Bachelor of Nursing from the University of New Brunswick (UNB) and MSc in Nursing and Health Studies from the University of Edinburgh, Scotland. Patsy has a broad background in nursing education and health system redesign, has served as consultant to provincial, national and international projects, and instrumental in the founding and ongoing delivery of the Atlantic Summer Institute on Healthy and Safe Communities. Her creative work in health promotion, including leadership to the development of the Circle of Health, has been widely recognized. In 2016 she coordinated the 6th Global Forum on Health Promotion, and currently serves on the Executive Committee of Health Promotion Canada. Patsy’s commitment to caring, compassionate communities has led her to explore innovative and collaborative approaches to working for social change. In 2020 she was awarded the UNB Alumni Award of Distinction.
Nicole F. Bernier
Expert Scientific Advisor, National Collaborating Centre for Healthy Public Policy
Nicole joined the NCCHPP in 2021. She holds a PhD in political science from the Université de Montréal. Upon completing her thesis, she pursued postdoctoral work in public health and in healthy public policy. She has practical and academic experience, having worked as a university professor and as a researcher, as a research director for a Canadian policy think tank and also as an expert scientific advisor at the Institut national de santé publique du Québec. At the NCCHPP, she works on Health in All Policies, Analyzing Public Policies and reducing Health Inequalities.
Martin Renauld
Expert Scientific Advisor, National Collaborating Centre for Healthy Public Policy
Martin joined the Centre in 2021 after having taught at different post-secondary institutions. He holds a BA (Bishop’s University) and a Master’s (Université de Montréal) in history as well as a political science minor (Université Laval). He completed a PhD in sociology (University of Buenos Aires) and post-doctoral work at the Chaire de recherche en Mondialisation, Citoyenneté et Démocratie (UQAM). His research has mainly focused on extractivism, citizen mobilization and collective action. At the NCCHPP, he works on the Health in All Policies and Analyzing Public Policies projects.
