This report is a guidance document on the roles of public health in population mental health and wellness promotion (PMHWP) across Canada. It builds on conversations that occurred at a Forum organized by the six National Collaborating Centres for Public Health, in collaboration with four partner organizations: the Canadian Mental Health Association, the Centre for Addiction and Mental Health, the Mental Health Commission of Canada, and the Public Health Agency of Canada in 2018. This Forum was organized to create opportunities to learn from experts, and to inform the work in PMHWP in Canada.

The main portion of the report focuses on the roles of public health in PMHWP. It first describes the five roles that emerged from the discussions. Each role is then presented in depth, through:

  • A short introduction of elements that characterize it;
  • A table that summarizes possible action areas for each role.

Practice examples that showcase these roles in various combinations are then proposed.
